Clouds and rain are are almost as beneficial as rain; snow is as beneficial to mountains as five rainfalls to the ground; young rabbinical students are like seeds beneath the earth; when such a student becomes heated, it’s the Torah which heats him up and we should judge him favorably; but still, such students ought to always remain calm.

I.  Ok, now we know that dew is never withheld.  From where do we know that winds are never withheld?  And what happens if one declares “He makes the rain fall” in the summer season?  And what if he fails to say “He makes the rain fall” in the winter/rainy season?

A brief review, then we learn that Rabbi Yehoshua ben Besairah is the author of the teaching (that the Baal Musaf of Shmini Atzeres begins saying ‘Mashiv Haruach’) of both our Braisa and a just introduced, second Braisa; it’s voluntary to praise G-d for dew, because dew is never withheld, and how do we know?  From Elijah and Ahab.
